Remove the intermittent relay from the fuse/relay panel. Check for voltage reaching the relay from the ignition switch with the ignition on, and check the ground socket for continuity to ground. By process of elimination, if the relay is getting voltage and has a good ground and no other wiring harness or switch faults can be found, then the relay is faulty and should be replaced.
